「同心村」過渡性房屋 五大學合作追蹤研究 證促進居民身心健康 提升住屋安全感 重塑鄰里關係(Chinese only)
香港聖公會福利協會(福利協會)與香港城市大學、香港大學、嶺南大學、聖方濟各大學及新南威爾士大學合作進行「同心村過渡性房屋研究」,於 2022 年底及 2024 年初進行了兩階段的追蹤研究,追蹤了 110 位入住同心村約 4 個月及 22 個月的居民,了解他們入住前後的變化。研究證實過渡性房屋對居民身心健康、住屋安全感及社區連結三方面帶來正面影響,對未來香港房屋政策及社區服務發展具有重要參考價值。   研究重點發現: 1. 改善身心健康 研究結果表明受訪者在入住同心村後生理健康有顯著提升,調查以 VR-12 量表評估受訪者健康狀況,發現搬入同心村一段時間後,受訪者的生理健康有所改善。而受訪者抑鬱和焦慮狀況亦得到改善:PHQ-2 和 GAD-2 量表用於篩查抑鬱和焦慮,結果顯示從 2022 年底到 2024 年年初,受訪者的抑鬱和焦慮症狀有所改善,抑鬱風險從 16.4%降至 14.5%,焦慮風險從 15.5%降至 11.8%。   2. 提升社交能力及社區參與度 受訪者對搬入同心村後,對社區服務/支援的滿意度持續上升;社交行為和社區參與度亦顯著提升。受訪者表示入住同心村後逐漸認識更多的鄰居,並在「遇到困難,我能找鄰居幫忙」和「與鄰居的關係很融洽」兩方面亦得到改善;對於參與社區活動的意願,由舊居時的 2.83 升至入住同心村後的 3.69,有顯著的提高。「認為經常參與社區活動很有意義」,由舊居時的 3.32 升至入住同心村後的 3.95;「願意為改善社區作出貢獻」,由舊居時的 3.47 升至入住同心村後的 3.9,進一步確認了受訪者對社區參與的積極態度。   在就業方面,在全職受聘者人數無變化的情況下,兼職受聘者的比例從 8.2%上升至 15.5%;失業(正尋找工作)人數從 19.1%下降至 10.9%。   社區之間關係 (1=非常不同意;5=非常同意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 認識不少鄰居 2.92 3.27 3.43 遇到困難,我能找鄰居幫忙 2.82 3.1 3.33 與鄰居的關係很融洽 3.35 3.6 3.68 與鄰居的交流頻率 (1=從不;4=經常) 2.59 2.84 3.47   對居住單位滿意度 (1=非常不滿意;5=非常滿意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 鄰里關係 3.23 3.72 3.93 社區服務/社區支援 2.81 3.98 4.13     3. 顯著減輕經濟負擔 增加住屋安全感 居民從舊居搬到同心村,單位租金和呎租明顯降低。舊居呎租中位數為 38 元,入住同心村後呎租中位數為 18.6 元。同心村呎租中位數是居民舊居呎租中位數的不足一半。租金佔入息比例也顯示下降趨勢,從舊居的租金入息比例中位數 43.1%,降至現居同心村租金入息比例中位數的 28.5%。這顯示入住後,居民居住成本明顯減低。入住同心村後,受訪者感受到租金的負擔有所減輕,對於租金負擔令居民有經濟壓力的感受,從搬入前的平均分 3.59 明顯下降到搬入後的 2.83。(註 : 1=非常不同意;5=非常同意)   研究結果顯示同心村提供了一個更穩定和安全的生活環境,提升了居民的整體生活質量。受訪者對於住房整體安全感的評價從搬入前的 3.14 提升到 T2 搬入後的 4.06。在適應新居所並對生活抱有期待的感受上,從搬入前的平均分 3.24 提升到 T2 搬入後的 4.06,數據顯示出住所穩定性有顯著改變。(註 : 1=非常不同意;5=非常同意)   參考以上調查結果,研究團隊提出以下建議: 1. 有效運用過渡性房屋、簡約公屋等公營房屋項目資源,確保符合資格的住戶能儘早獲配適切的房屋單位 ⚫ 為配合取締劣質劏房政策,政府可考慮安排受影響的合資格住戶優先入住過渡性房屋或簡約公屋,改善他們的生活環境。 ⚫ 讓即將完結的過渡性房屋項目與其他還在營運的過渡性房屋或簡約公屋作協調,確保符合資格的住戶能有選擇地在搬出後平穩過渡至其他還在營運的過渡性房屋或簡約公屋。   2. 加入「八大康健指標」及設立社會服務團隊,並加強就業及醫療支援 ⚫ 在已落成及將落成的過渡性房屋和簡約公屋加入「八大康健指標」的概念及設立社會服務團隊,為不同年齡和健康狀況的居民提供多元化社會服務,賦權居民,加強他們的解難能力,以建立一個關愛共融互助的社區。 ⚫ 社會服務機構可針對成年人再就業提供培訓支援,並與專業職業培訓機構合作,為居民提供報讀培訓班的資助或優惠,以幫助有意求職的居民提升職業資格和技能,從而增加收入和增強抵抗風險的能力。 ⚫ 政府、項目營運機構及醫療團體可考慮在村內增設流動醫療車服務,包括流動牙科服務及流動中醫服務,為有需要的居民提供更便利的醫療服務。   研究詳情可參考此處 。   居民實證 入村蛻變 Lisa 曾長期蝸居在狹小劏房,惡劣的生活環境與長期得不到工作認同,讓她逐漸失去自信,陷入人生低谷。搬進同心村是她人生的轉捩點,不僅居住環境獲得改善,更重要的是她與許多友善的鄰居建立起真摯的友誼。在同心村,Lisa 感受到居民間的互助文化與人情溫暖。這股力量成為她嘗試突破自我的後盾,讓她鼓起勇氣尋找新工作。工作穩定後,Lisa 更加入村內義工隊,從最初靦腆地探訪獨居長者,到後來擔任大型活動的自信司儀。同心村的社區參與成為她人生轉折點,讓她找回自己的光芒,建立了豐富的社交網絡和社區歸屬感。   Connie 曾於劏房居住逾 15 年,期間數度被迫搬遷,並遭入室盜竊,時常感到不安。長期面對安全隱患,外出時需攜帶所有財物及重要文件,使她的睡眠質素大受影響及長期精神緊張。搬入同心村後,完善的保安服務大大提升了 Connie 的安全感,擺脫過去的恐懼,改善身心健康。以往潮濕幽暗的居住環境導致她的牙周病和哮喘等情況頻繁發作,現在症狀已得到舒緩,緊密的鄰里關係亦讓她倍感安心。曾有一次生病時,街坊察覺後主動探望並為她煲粥,讓她感到溫暖。Connie現在是同心村的兼職清潔員,致力改善公共環境衛生,增添收入的同時也讓生活更有意義。對她而言,同心村不僅是一個安身之所,更是重拾希望與機會的新起點。   「八大康健指標」簡介 同心村引入首個八大康健指標,針對住戶日常生活的八個方面,包括健康、情緒、社交、就業、理財、環保、科技和靈性等,在身、心、靈方面都能得到照顧,並按指標提供服務,鼓勵他們培養良好的生活習慣和建立自信,裝備他們建立健康正面思維及信心,以應對未來的挑戰。同心村亦聯同大專院校合作,向居民進行問卷調查,收集居民對多元發展的需要,從而提供合適的課程及服務。   社交:協助居民了解社交的重要性,有動力學習如何改善或維持自己的社交健康。通過積極參與社交網絡並與他人建立聯繫,培養歸屬感和連結感。 科技:透過推廣資訊科技便利生活,提升居民與社區的聯繫,增添生活意義,同時裝備網絡安全意識,避免墮入網絡陷阱。 健康:提升居民對照顧自己身體健康的意識,同時會有動力學習如何改善或保持自己的身體健康。透過健康的生活習慣,如均衡飲食、做運動或足夠睡眠,令自己的身體感覺良好。 情緒:提升居民對照顧自己的情緒健康的重要性,有動力去學習如何改善或維持自己的情緒健康,透過自我調節,對自己的情緒狀態感到滿意。 靈性:提升居民對心靈、生命意義和個人價值(身份感、滿意感)的自我認識(反思、覺察)和正面理解,建立人生目標和方向感。 環保:協助居民了解地球資源有限,善用資源(3R-減用、重用、回收),推廣及建立環保生活模式,以達至可持續發展。 理財:透過裝備理財知識(例如設定短期和長期的理財目標),協助居民學習財務管理,對自己的財務狀況感到安全。 就業:協助居民從工作(有薪、義工、家庭照顧者)或追求興趣/愛好中發展知識、技能和潛能,獲得個人成就感,保持健康的工作與生活平衡。

Volunteers from the “Voice of Love” visiting the Tseung Kwan O Aged Care Complex
Members from the voluntary association—“Voice of Love (善心聲)”—and artist Helena Law visited the Tseung Kwan O Aged Care Complex in the afternoon on 8 March, 2018, where they performed a number of local pop hits and Chinese operas and sent New Year’s greetings to the elderly. Senior members were happy when receiving the gift bags and red packets given by the volunteers.   Dr Alexis Suen, a founder of the “Voice of Love”, said it was the first voluntary activity since their establishment. He looked forward to partnering with the Welfare Council in other festivals and at various functions.

The Wong Tai Sin District Elderly Community Centre Awarded a Certificate of Recognition
The past year was a time of celebration for the Wong Tai Sin District Elderly Community Centre’s 30th anniversary. To honour its contributions to the community, the centre was awarded a Certificate of Appreciation at a Chinese New Year reception hosted by the Wong Tai Sin District Council on 26th February, 2018.   Since 1981, the Welfare Council has begun its welfare works in Wong Tai Sin, where it established home help teams and elderly centres. These service centres have been merged with the Wong Tai Sin District Elderly Community Centre in 1988 to provide more comprehensive and diversified services and activities.   The staff of the Wong Tai Sin District Elderly Community Centre felt grateful for the recognition, and promised to keep up their efforts to serve members of the public in Wong Tai Sin, a district with the highest senior population in Hong Kong.

The Welfare Council Received Eco-friendly Utensils Generously Donated by A Plus World Trade Company Limited
The Welfare Council has been committed to connecting the commercial sector with the public sector to facilitate collaborations between organisations in fulfilling corporate social responsibility. Previously, A Plus World Trade Company Limited, a partner from the commercial sector, has donated 330,000 pieces biodegradable and ccompostable dining utensils, which amounted to HK$130,000, to the Council. On 9th February, 2018, a donation ceremony was held at the S.K.H. Church of St. John the Baptist, with the presence of Dr William Choi, Chairman of A Plus World Trade Company Limited, and Dr Jane Lee, Director of the Welfare Council. Dr Choi also distributed gift bags to the elderly and celebrated the Spring Festival with them.   Accompanied by Mr Perick Wong, Service Director of the Welfare Council, Dr Choi toured the Tseung Kwan O Aged Care Complex and was briefed on its operation and services. Dr Choi then reunited with Mr Palman Chan, a resident of the complex as well as the former principal of Choi’s alma mater. Together, they also shared the precious memories from the time they were in school.

Around 400 Young People Joined the Kowloon City Running Youth to Familiarize with the Community
Jointly organised by the Kowloon City District Office and the H.K.S.K.H. Kowloon City and Youth Integrated Service Centre, the Kowloon City Running Youth 2018, a city orienteering race, has been held for the second year in a row. The orienteering race took place in Kowloon City right after the kick-off ceremony held at the CCC Kei To Secondary School on 4th February. Despite of the cold spell, almost 400 teenagers of 90 teams actively participated in the race. A team of four had to explore 15 checkpoints in Kowloon City neighbourhood to complete different tasks within a specific amount of time. The team that got the highest score won the race. The organisers hoped the race could encourage the youth to accept challenges, foster their self-understanding and develop a greater understanding of the community.   Addressing to the guests, Ms Seiko Lee, Service Director of the Welfare Council, noted that Kowloon City is a place filled with rich history and culture, where it is embraced by cultural attractions such as the Cattle Depot Artists Village, the Grade 3 Stone Houses and Kowloon Walled City Park, among others. The exciting orienteering race favoured among young people did not only allow teenagers to interact and connect with their community but also increased the general public’s knowledge about Kowloon City and helped build a joyful, energetic and harmonious community.   The champions, first runners-up and second runners-up of both the Secondary School and Open Categories were decided after a 3-hour competition. Mr Franco Kwok, District Officer (Kowloon City) of Home Affairs Department, and Ms Louisa Lee, Assistant Director of the Welfare Council, presented the awards to the winners. More than that, singer JW was invited to perform at the event and shared how she realised her ambitions. She also encouraged young people to face the challenges readily, set goals and pursue dreams so as to live life to the full.

聖公會澳門社會服務處榮獲社會服務獎章 (Chinese only)
聖公會澳門社會服務處多年來承蒙教會、社會各界的支持,同工的努力,為澳門社會群體提供專業及創新的服務,服務處上今日(19日)有幸獲澳門特別行政區政府頒發本年度社會服務獎章。   澳門特別行政區政府於今日舉行「二○一七年度勳章、獎章及獎狀頒授典禮」,由代理行政長官陳海帆向42名個人及實體頒授勳章、獎章和獎狀,表揚他們開展有益社會和共同福祉的工作時有積極貢獻,而且具無私奉獻精神。服務處由聖公會澳門區會理事長管浩鳴法政牧師代表領授,秘書范錫強牧師、聖公會(澳門)蔡高中學校董梁官漢先生、陳志君校長、聖公會澳門社會服務處管理委員會主席李正儀博士、義務秘書文孔義先生、管理顧問黃羨琰女士、李國豪服務總監及同工代表陪同出席典禮。服務處仝人對獲獎均感榮耀、肯定及認同,以此鼓勵同工往後繼續用心盡力、堅守崗位服務社會的所需。 頒授典禮當晚進行祝捷晚會,得到香港聖公會教省副秘書長劉永勤牧師、聖公會(澳門)聖保羅堂潘靄君牧師、聖公會中學李潤基副校長親臨與同工分享殊榮及喜悅,出席同工代表近50人。   聖公會澳門社會服務處於1997年成立,本著「個別關懷、專業服務、同行成長、創意更新」的理念,得到教會的支持及學校的合作,為澳門居民提供專業適切的社會服務。現時共有14個服務單位及2項特別計劃,包括:學校輔導服務、青年外展工作、校園適應、領袖發展、賭博輔導、隱蔽及成癮工作、青少年及家庭綜合服務、僱員支援、調查研究及專業培訓。服務範疇涵蓋青少年、家庭、賭博輔導及專業培訓等。全體職員180多名,當中社工及輔導人員119名。展望未來,服務處會繼續致力發展澳門專業及本土的服務,學效基督的僕人精神,服務有需要的社群。

The Hong Kong Sheng Kung Hui Welfare Council’s Annual Meeting 2016-2017 Successfully Concluded
In the afternoon of 8th December, 2017, the Hong Kong Sheng Kung Hui Welfare Council hosted its Annual Meeting 2016-2017 at the H.K.S.K.H. St James’ Church. Dr Law Chi-kwong, GBS, JP, Secretary for Labour and Welfare was invited to be the officiating guest of the ceremony, which was also attended by the Most Revd Dr Paul Kwong, Honorary Patron of the Welfare Council, the Rt Revd Andrew Chan, Bishop of the H.K.S.K.H. Diocese of Western Kowloon, the Revd Dr Timothy Kwok, Bishop of the H.K.S.K.H. Diocese of Eastern Kowloon, members of the Board of Directors and the Executive Committee; and about 1,000 employees. The Welfare Council reviewed its achievement over the past year    Opening Remarks by Dr Donald Li In his opening remarks, Dr Donald Li, SBS, OStJ, JP, Chairman of the Welfare Council Board of Directors, praised staff’s for providing all-round support services to individuals of different ages and backgrounds in line with its service philosophy, “Transform Life. Live in Abundance”, which tendered to the physical, psychological and spiritual needs of the underprivileged groups. He also applauded staff for their innovation and dedication in constructing social resources.   Dr Li thanked the staff and guests for their involvement in the Welfare Council’s 50th anniversary celebrations as well as their support and blessings. He mentioned that the Welfare Council has been preparing its 5-year strategic plan. Under the guidance of the Executive Committee, the Welfare Council has invited about 3,000 employees to share their opinions on the strategic plan, which aims at improving staff’s sense of belonging to the Welfare Council.   Dr Jane Lee, Director of the Welfare Council, Addressing on the Work of the Welfare Council At the annual meeting, Dr Jane Lee, Director of the Welfare Council, and Mr Lo Kin-ming, Honorary Treasurer of the Welfare Council and Chairman of the Audit Sub-committee, briefed attendees on the work and finances of the Welfare Council over the past year.   Dr Jane Lee highlighted the latest developments of different services. She noted that the Welfare Council   has been actively introducing new technologies to its service operation. In June 2017, it participated in the Gerontech and Innovation Expo cum Summit to share its experiences in using autonomous humanoid robots and technology;   has been promoting the concept of participatory design. It has invited service users and amateur designers to take part in projects such as Morse Park, Duckling Hill and Together We Build: Community Engagement in Public Space Transformation@SummerFest Lifestyle held at the Central Harbourfront Event Space in August 2017. The concept of participatory design will also be applied in its six-year project, Kowloon City in Transformation: Kowloon City Themed Walking Trail;   has been providing services to children with special educational needs since 1980s. In recent years, the Welfare Council has formed a multi-disciplinary team that organised on-site pre-school rehabilitation services. In addition, the Welfare Council received funding from the Hong Kong Jockey Clun Charities Trust, which would be used to fund the renovation and operation of a three-year project, “WE LOVE— Jockey Club Centre for Family Enhancement”. The project would provide services to children with special educational needs and their parents. Also, a non-profit organisation, Smile With Us HK donated HK$2 million to the Welfare Council’s Smile Fund.   Dr Lee expressed her gratitude to the employees of the Macau Social Services Coordination Office for their disaster relief work during Typhoon Hato. She mentioned that the Chief Executive of Macau would present a Medal for Community Service to the office’s staff in recognition of their contribution to society.   Mr Lo Kin-ming, Honorary Treasurer of the Welfare Council, pointed out that the Welfare Council was in sound financial conditions during the year while the results of the satisfaction survey for service users towards services conducted by the Welfare Council was ideal as 93% of service users and 96% of caregivers or family members said they were either satisfied or very satisfied with the Welfare Council’s services. On top of that, the level of staff satisfaction rate had towards the Welfare Council stood at 77.6%—the highest since the first survey was conducted.   Speech by Secretary Law Chi-kwong Speaking at the annual meeting, Secretary Law Chi-kwong acclaimed the Welfare Council for its continuous support to the government’s works on poverty relief, elderly and rehabilitative welfare services. “In the last policy address, we laid stress on the importance of poverty relief. The government requires joint efforts from all sides to cope with problems as a result of ageing population, and the Welfare Council is definitely our good partner,” he said.   Secretary Law Chi-kwong told that the Special Scheme on Privately Owned Sites for Welfare Uses launched by the government encouraged social welfare organisations to better use their land through in-situ expansion or redevelopment so as to reduce the long waiting times for elderly services and rehabilitation services. He believed the participation of the Welfare Council and other organisations in the said scheme could motivate more organisations to work towards the same goal to improve the quality of social services.   Psalm 92:13-14, “They are planted in the house of the Lord; they flourish in the courts of our God. In old age they still produce fruit; they are always green and full of sap.” Quoting the word of God, Secretary Law Chi-kwong praised the Welfare Council’s servitude towards the weak which would inspire more people to foster social integration in the community.   655 Staff Received Long Service Awards Thanks to all staff for their commitment to their roles, the Welfare Council has made notable achievements during the year. The Welfare Council also awarded 655 employees for their contributions, including 120 staff members who have served at the organisation for more than 20 years, 5 who have served for 30 years, and 3 who have served up to 35 years.
