同心村過渡性房屋外貌

「同心村」過渡性房屋 五大學合作追蹤研究 證促進居民身心健康 提升住屋安全感 重塑鄰里關係(Chinese only)
香港聖公會福利協會(福利協會)與香港城市大學、香港大學、嶺南大學、聖方濟各大學及新南威爾士大學合作進行「同心村過渡性房屋研究」,於 2022 年底及 2024 年初進行了兩階段的追蹤研究,追蹤了 110 位入住同心村約 4 個月及 22 個月的居民,了解他們入住前後的變化。研究證實過渡性房屋對居民身心健康、住屋安全感及社區連結三方面帶來正面影響,對未來香港房屋政策及社區服務發展具有重要參考價值。   研究重點發現: 1. 改善身心健康 研究結果表明受訪者在入住同心村後生理健康有顯著提升,調查以 VR-12 量表評估受訪者健康狀況,發現搬入同心村一段時間後,受訪者的生理健康有所改善。而受訪者抑鬱和焦慮狀況亦得到改善:PHQ-2 和 GAD-2 量表用於篩查抑鬱和焦慮,結果顯示從 2022 年底到 2024 年年初,受訪者的抑鬱和焦慮症狀有所改善,抑鬱風險從 16.4%降至 14.5%,焦慮風險從 15.5%降至 11.8%。   2. 提升社交能力及社區參與度 受訪者對搬入同心村後,對社區服務/支援的滿意度持續上升;社交行為和社區參與度亦顯著提升。受訪者表示入住同心村後逐漸認識更多的鄰居,並在「遇到困難,我能找鄰居幫忙」和「與鄰居的關係很融洽」兩方面亦得到改善;對於參與社區活動的意願,由舊居時的 2.83 升至入住同心村後的 3.69,有顯著的提高。「認為經常參與社區活動很有意義」,由舊居時的 3.32 升至入住同心村後的 3.95;「願意為改善社區作出貢獻」,由舊居時的 3.47 升至入住同心村後的 3.9,進一步確認了受訪者對社區參與的積極態度。   在就業方面,在全職受聘者人數無變化的情況下,兼職受聘者的比例從 8.2%上升至 15.5%;失業(正尋找工作)人數從 19.1%下降至 10.9%。   社區之間關係 (1=非常不同意;5=非常同意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 認識不少鄰居 2.92 3.27 3.43 遇到困難,我能找鄰居幫忙 2.82 3.1 3.33 與鄰居的關係很融洽 3.35 3.6 3.68 與鄰居的交流頻率 (1=從不;4=經常) 2.59 2.84 3.47   對居住單位滿意度 (1=非常不滿意;5=非常滿意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 鄰里關係 3.23 3.72 3.93 社區服務/社區支援 2.81 3.98 4.13     3. 顯著減輕經濟負擔 增加住屋安全感 居民從舊居搬到同心村,單位租金和呎租明顯降低。舊居呎租中位數為 38 元,入住同心村後呎租中位數為 18.6 元。同心村呎租中位數是居民舊居呎租中位數的不足一半。租金佔入息比例也顯示下降趨勢,從舊居的租金入息比例中位數 43.1%,降至現居同心村租金入息比例中位數的 28.5%。這顯示入住後,居民居住成本明顯減低。入住同心村後,受訪者感受到租金的負擔有所減輕,對於租金負擔令居民有經濟壓力的感受,從搬入前的平均分 3.59 明顯下降到搬入後的 2.83。(註 : 1=非常不同意;5=非常同意)   研究結果顯示同心村提供了一個更穩定和安全的生活環境,提升了居民的整體生活質量。受訪者對於住房整體安全感的評價從搬入前的 3.14 提升到 T2 搬入後的 4.06。在適應新居所並對生活抱有期待的感受上,從搬入前的平均分 3.24 提升到 T2 搬入後的 4.06,數據顯示出住所穩定性有顯著改變。(註 : 1=非常不同意;5=非常同意)   參考以上調查結果,研究團隊提出以下建議: 1. 有效運用過渡性房屋、簡約公屋等公營房屋項目資源,確保符合資格的住戶能儘早獲配適切的房屋單位 ⚫ 為配合取締劣質劏房政策,政府可考慮安排受影響的合資格住戶優先入住過渡性房屋或簡約公屋,改善他們的生活環境。 ⚫ 讓即將完結的過渡性房屋項目與其他還在營運的過渡性房屋或簡約公屋作協調,確保符合資格的住戶能有選擇地在搬出後平穩過渡至其他還在營運的過渡性房屋或簡約公屋。   2. 加入「八大康健指標」及設立社會服務團隊,並加強就業及醫療支援 ⚫ 在已落成及將落成的過渡性房屋和簡約公屋加入「八大康健指標」的概念及設立社會服務團隊,為不同年齡和健康狀況的居民提供多元化社會服務,賦權居民,加強他們的解難能力,以建立一個關愛共融互助的社區。 ⚫ 社會服務機構可針對成年人再就業提供培訓支援,並與專業職業培訓機構合作,為居民提供報讀培訓班的資助或優惠,以幫助有意求職的居民提升職業資格和技能,從而增加收入和增強抵抗風險的能力。 ⚫ 政府、項目營運機構及醫療團體可考慮在村內增設流動醫療車服務,包括流動牙科服務及流動中醫服務,為有需要的居民提供更便利的醫療服務。   研究詳情可參考此處 。   居民實證 入村蛻變 Lisa 曾長期蝸居在狹小劏房,惡劣的生活環境與長期得不到工作認同,讓她逐漸失去自信,陷入人生低谷。搬進同心村是她人生的轉捩點,不僅居住環境獲得改善,更重要的是她與許多友善的鄰居建立起真摯的友誼。在同心村,Lisa 感受到居民間的互助文化與人情溫暖。這股力量成為她嘗試突破自我的後盾,讓她鼓起勇氣尋找新工作。工作穩定後,Lisa 更加入村內義工隊,從最初靦腆地探訪獨居長者,到後來擔任大型活動的自信司儀。同心村的社區參與成為她人生轉折點,讓她找回自己的光芒,建立了豐富的社交網絡和社區歸屬感。   Connie 曾於劏房居住逾 15 年,期間數度被迫搬遷,並遭入室盜竊,時常感到不安。長期面對安全隱患,外出時需攜帶所有財物及重要文件,使她的睡眠質素大受影響及長期精神緊張。搬入同心村後,完善的保安服務大大提升了 Connie 的安全感,擺脫過去的恐懼,改善身心健康。以往潮濕幽暗的居住環境導致她的牙周病和哮喘等情況頻繁發作,現在症狀已得到舒緩,緊密的鄰里關係亦讓她倍感安心。曾有一次生病時,街坊察覺後主動探望並為她煲粥,讓她感到溫暖。Connie現在是同心村的兼職清潔員,致力改善公共環境衛生,增添收入的同時也讓生活更有意義。對她而言,同心村不僅是一個安身之所,更是重拾希望與機會的新起點。   「八大康健指標」簡介 同心村引入首個八大康健指標,針對住戶日常生活的八個方面,包括健康、情緒、社交、就業、理財、環保、科技和靈性等,在身、心、靈方面都能得到照顧,並按指標提供服務,鼓勵他們培養良好的生活習慣和建立自信,裝備他們建立健康正面思維及信心,以應對未來的挑戰。同心村亦聯同大專院校合作,向居民進行問卷調查,收集居民對多元發展的需要,從而提供合適的課程及服務。   社交:協助居民了解社交的重要性,有動力學習如何改善或維持自己的社交健康。通過積極參與社交網絡並與他人建立聯繫,培養歸屬感和連結感。 科技:透過推廣資訊科技便利生活,提升居民與社區的聯繫,增添生活意義,同時裝備網絡安全意識,避免墮入網絡陷阱。 健康:提升居民對照顧自己身體健康的意識,同時會有動力學習如何改善或保持自己的身體健康。透過健康的生活習慣,如均衡飲食、做運動或足夠睡眠,令自己的身體感覺良好。 情緒:提升居民對照顧自己的情緒健康的重要性,有動力去學習如何改善或維持自己的情緒健康,透過自我調節,對自己的情緒狀態感到滿意。 靈性:提升居民對心靈、生命意義和個人價值(身份感、滿意感)的自我認識(反思、覺察)和正面理解,建立人生目標和方向感。 環保:協助居民了解地球資源有限,善用資源(3R-減用、重用、回收),推廣及建立環保生活模式,以達至可持續發展。 理財:透過裝備理財知識(例如設定短期和長期的理財目標),協助居民學習財務管理,對自己的財務狀況感到安全。 就業:協助居民從工作(有薪、義工、家庭照顧者)或追求興趣/愛好中發展知識、技能和潛能,獲得個人成就感,保持健康的工作與生活平衡。

Solving employment problems by providing opportunities to young people
Given Tung Chung’s geographical and traffic constraints, residents often find themselves having to travel out of Tung Chung into urban areas, while those living in urban areas find themselves heading to Tung Chung for work. This has led to a number of family and health problems. With job opportunities in the district often falling short of young people’s expectations, job placement for Tung Chung youth has become an issue.   On May 16, 2015, the Council’s Tung Chung Integrated Services held the TEEN Job Expo at the Fu Tung Estate podium. 37 companies offered 4,048 positions, 1,570 of which gave candidates on-the-spot interviews. Joint recruitment also took place, where applicants were matched with prospective jobs. A “Manpower Development Scheme” exhibition and skill demonstrations by the Employees Retraining Board’s also gave participants of the fair employment ideas.   The expo took place between 10.30 in the morning to 4.30 in the afternoon. During the opening ceremony, Ms Keung Choi Yin, Service Director of the Council, presented tokens of appreciation to participating companies to thank them for their support. Organisers also invited representatives of four industries, including postnatal care service providers, beauty and nail technicians, security personnel and property managers, and baristas, to demonstrate their skills and to talk about their careers.

H.K.S.K.H. Ma On Shan Children & Youth Integrated Service 25th Anniversary celebrations
The Council’s Ma On Shan Children and Youth Integrated Service’s 25th anniversary celebrations took place on April 25. Ms. Gloria Lee of the Social Welfare Department, Council Director Dr Jane Lee, JP, and The Revd Hubert Che were guests of honour. More than 100 service users, both past and present, took part in the event to celebrate the integrated service’s 25th year milestone.   At the start of the event, the Ma On Shan Children and Youth Integrated Service Centre invited Ms Gloria Lee and Dr Jane Lee, JP, to officiate the opening ceremony. A group of young people from the centre then put on a dance performance, followed by service users taking turns to share their feelings and experiences on stage. The audience was moved by many of the speakers’ genuine emotions. An introduction to the centre’s services and games concluded the event.   Serving the community as a youth service centre since 1989, the Ma On Shan Children and Youth Integrated Service Centre was established in 1994 to cope with the changing needs of society. It is one of the first integrated youth service centres in Hong Kong. In 1997, the centre was reorganised into the Ma On Shan north and Ma On Shan south centres, providing onsite social work services to schools, reaching out to the community, as well as offering services at the centres. The centres launched late-night services in 2001 and in 2008, began offering counselling services at the centres to victims of substance abuse, extending the Council’s mission to the Ma On Shan community.

The 20th Outstanding Volunteer Awards Presentation Ceremony
The 20th Outstanding Volunteer Awards Presentation Ceremony was held on 18th April 2015, which was attended by close to 300 volunteers, corporate volunteer representatives, representatives from volunteer organisations and guests. Dr Ko Wing Man, JP, BBS, Secretary for Food and Health, officiated the ceremony. Dr Ko talked about interesting past voluntary work experiences and reflections, and encouraged participants to give back to society by volunteering. At the ceremony, four “Honorary Awards” and 51 “Gold Awards” were presented to individual volunteers, while 11 corporations and 18 organisations were awarded the “Corporate Caring Awards” and “Organisation Caring Awards” respectively to commend the volunteers’ excellent performance over the past two years and to affirm their passion for and contributions to society.

Kowloon City Children and Youth Integrated Service Centre - Launching Ceremony for the New Premises and 25th Anniversary Celebration
The Kowloon City Children and Youth Integrated Service Centre was established in 1989. It was originally located along Ma Tau Chung Road in Kowloon City, and has been serving residents of the old district for 25 years. After being allotted a new premises by the Social Welfare Department, the centre moved to Ching Long Shopping Centre in the Kai Tak Development area in July 2014. Combining the social service experiences it accumulated in old Kowloon City with services for youngsters, family support services, school enrolment assistance, interest circles, volunteer services and women’s support services, the centre continues to serve new Kowloon City residents.   The centre celebrated its new premises and 25th anniversary during its 28th March 2015 launch. Secretary for Labour and Welfare Mr Matthew Cheung, GBS, JP, and the Bishop of the H.K.S.K.H. Diocese of Eastern Kowloon the Rt Revd Dr Timothy Kwok were officiating guests. Close to 100 guests and other members of the community attended the ceremony to join the celebration for the relocation and the 25th anniversary milestone. The new centre which adopted L.I.F.E. – “Learning”, “Innovation”, “Fun” and “Exploration” – into the theme of its fresh interior design. Other design features included V-cafe, a playroom, a culinary zone and the V-fun band room. These features left a lasting impression on the guests, who also commended the centre for the support it provides for new residents of the district. A handful of members of the centre who have been participating in the centre’s activities for 25 years not only joined the 25th anniversary celebration – they also put on a fantastic show that lit up the atmosphere!
