同心村過渡性房屋外貌

「同心村」過渡性房屋 五大學合作追蹤研究 證促進居民身心健康 提升住屋安全感 重塑鄰里關係(Chinese only)
香港聖公會福利協會(福利協會)與香港城市大學、香港大學、嶺南大學、聖方濟各大學及新南威爾士大學合作進行「同心村過渡性房屋研究」,於 2022 年底及 2024 年初進行了兩階段的追蹤研究,追蹤了 110 位入住同心村約 4 個月及 22 個月的居民,了解他們入住前後的變化。研究證實過渡性房屋對居民身心健康、住屋安全感及社區連結三方面帶來正面影響,對未來香港房屋政策及社區服務發展具有重要參考價值。   研究重點發現: 1. 改善身心健康 研究結果表明受訪者在入住同心村後生理健康有顯著提升,調查以 VR-12 量表評估受訪者健康狀況,發現搬入同心村一段時間後,受訪者的生理健康有所改善。而受訪者抑鬱和焦慮狀況亦得到改善:PHQ-2 和 GAD-2 量表用於篩查抑鬱和焦慮,結果顯示從 2022 年底到 2024 年年初,受訪者的抑鬱和焦慮症狀有所改善,抑鬱風險從 16.4%降至 14.5%,焦慮風險從 15.5%降至 11.8%。   2. 提升社交能力及社區參與度 受訪者對搬入同心村後,對社區服務/支援的滿意度持續上升;社交行為和社區參與度亦顯著提升。受訪者表示入住同心村後逐漸認識更多的鄰居,並在「遇到困難,我能找鄰居幫忙」和「與鄰居的關係很融洽」兩方面亦得到改善;對於參與社區活動的意願,由舊居時的 2.83 升至入住同心村後的 3.69,有顯著的提高。「認為經常參與社區活動很有意義」,由舊居時的 3.32 升至入住同心村後的 3.95;「願意為改善社區作出貢獻」,由舊居時的 3.47 升至入住同心村後的 3.9,進一步確認了受訪者對社區參與的積極態度。   在就業方面,在全職受聘者人數無變化的情況下,兼職受聘者的比例從 8.2%上升至 15.5%;失業(正尋找工作)人數從 19.1%下降至 10.9%。   社區之間關係 (1=非常不同意;5=非常同意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 認識不少鄰居 2.92 3.27 3.43 遇到困難,我能找鄰居幫忙 2.82 3.1 3.33 與鄰居的關係很融洽 3.35 3.6 3.68 與鄰居的交流頻率 (1=從不;4=經常) 2.59 2.84 3.47   對居住單位滿意度 (1=非常不滿意;5=非常滿意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 鄰里關係 3.23 3.72 3.93 社區服務/社區支援 2.81 3.98 4.13     3. 顯著減輕經濟負擔 增加住屋安全感 居民從舊居搬到同心村,單位租金和呎租明顯降低。舊居呎租中位數為 38 元,入住同心村後呎租中位數為 18.6 元。同心村呎租中位數是居民舊居呎租中位數的不足一半。租金佔入息比例也顯示下降趨勢,從舊居的租金入息比例中位數 43.1%,降至現居同心村租金入息比例中位數的 28.5%。這顯示入住後,居民居住成本明顯減低。入住同心村後,受訪者感受到租金的負擔有所減輕,對於租金負擔令居民有經濟壓力的感受,從搬入前的平均分 3.59 明顯下降到搬入後的 2.83。(註 : 1=非常不同意;5=非常同意)   研究結果顯示同心村提供了一個更穩定和安全的生活環境,提升了居民的整體生活質量。受訪者對於住房整體安全感的評價從搬入前的 3.14 提升到 T2 搬入後的 4.06。在適應新居所並對生活抱有期待的感受上,從搬入前的平均分 3.24 提升到 T2 搬入後的 4.06,數據顯示出住所穩定性有顯著改變。(註 : 1=非常不同意;5=非常同意)   參考以上調查結果,研究團隊提出以下建議: 1. 有效運用過渡性房屋、簡約公屋等公營房屋項目資源,確保符合資格的住戶能儘早獲配適切的房屋單位 ⚫ 為配合取締劣質劏房政策,政府可考慮安排受影響的合資格住戶優先入住過渡性房屋或簡約公屋,改善他們的生活環境。 ⚫ 讓即將完結的過渡性房屋項目與其他還在營運的過渡性房屋或簡約公屋作協調,確保符合資格的住戶能有選擇地在搬出後平穩過渡至其他還在營運的過渡性房屋或簡約公屋。   2. 加入「八大康健指標」及設立社會服務團隊,並加強就業及醫療支援 ⚫ 在已落成及將落成的過渡性房屋和簡約公屋加入「八大康健指標」的概念及設立社會服務團隊,為不同年齡和健康狀況的居民提供多元化社會服務,賦權居民,加強他們的解難能力,以建立一個關愛共融互助的社區。 ⚫ 社會服務機構可針對成年人再就業提供培訓支援,並與專業職業培訓機構合作,為居民提供報讀培訓班的資助或優惠,以幫助有意求職的居民提升職業資格和技能,從而增加收入和增強抵抗風險的能力。 ⚫ 政府、項目營運機構及醫療團體可考慮在村內增設流動醫療車服務,包括流動牙科服務及流動中醫服務,為有需要的居民提供更便利的醫療服務。   研究詳情可參考此處 。   居民實證 入村蛻變 Lisa 曾長期蝸居在狹小劏房,惡劣的生活環境與長期得不到工作認同,讓她逐漸失去自信,陷入人生低谷。搬進同心村是她人生的轉捩點,不僅居住環境獲得改善,更重要的是她與許多友善的鄰居建立起真摯的友誼。在同心村,Lisa 感受到居民間的互助文化與人情溫暖。這股力量成為她嘗試突破自我的後盾,讓她鼓起勇氣尋找新工作。工作穩定後,Lisa 更加入村內義工隊,從最初靦腆地探訪獨居長者,到後來擔任大型活動的自信司儀。同心村的社區參與成為她人生轉折點,讓她找回自己的光芒,建立了豐富的社交網絡和社區歸屬感。   Connie 曾於劏房居住逾 15 年,期間數度被迫搬遷,並遭入室盜竊,時常感到不安。長期面對安全隱患,外出時需攜帶所有財物及重要文件,使她的睡眠質素大受影響及長期精神緊張。搬入同心村後,完善的保安服務大大提升了 Connie 的安全感,擺脫過去的恐懼,改善身心健康。以往潮濕幽暗的居住環境導致她的牙周病和哮喘等情況頻繁發作,現在症狀已得到舒緩,緊密的鄰里關係亦讓她倍感安心。曾有一次生病時,街坊察覺後主動探望並為她煲粥,讓她感到溫暖。Connie現在是同心村的兼職清潔員,致力改善公共環境衛生,增添收入的同時也讓生活更有意義。對她而言,同心村不僅是一個安身之所,更是重拾希望與機會的新起點。   「八大康健指標」簡介 同心村引入首個八大康健指標,針對住戶日常生活的八個方面,包括健康、情緒、社交、就業、理財、環保、科技和靈性等,在身、心、靈方面都能得到照顧,並按指標提供服務,鼓勵他們培養良好的生活習慣和建立自信,裝備他們建立健康正面思維及信心,以應對未來的挑戰。同心村亦聯同大專院校合作,向居民進行問卷調查,收集居民對多元發展的需要,從而提供合適的課程及服務。   社交:協助居民了解社交的重要性,有動力學習如何改善或維持自己的社交健康。通過積極參與社交網絡並與他人建立聯繫,培養歸屬感和連結感。 科技:透過推廣資訊科技便利生活,提升居民與社區的聯繫,增添生活意義,同時裝備網絡安全意識,避免墮入網絡陷阱。 健康:提升居民對照顧自己身體健康的意識,同時會有動力學習如何改善或保持自己的身體健康。透過健康的生活習慣,如均衡飲食、做運動或足夠睡眠,令自己的身體感覺良好。 情緒:提升居民對照顧自己的情緒健康的重要性,有動力去學習如何改善或維持自己的情緒健康,透過自我調節,對自己的情緒狀態感到滿意。 靈性:提升居民對心靈、生命意義和個人價值(身份感、滿意感)的自我認識(反思、覺察)和正面理解,建立人生目標和方向感。 環保:協助居民了解地球資源有限,善用資源(3R-減用、重用、回收),推廣及建立環保生活模式,以達至可持續發展。 理財:透過裝備理財知識(例如設定短期和長期的理財目標),協助居民學習財務管理,對自己的財務狀況感到安全。 就業:協助居民從工作(有薪、義工、家庭照顧者)或追求興趣/愛好中發展知識、技能和潛能,獲得個人成就感,保持健康的工作與生活平衡。

Cross-sectoral Partnership to Develop an Inclusive Society
In the year 2011/12, the Hong Kong Sheng Kung Hui Welfare Council successfully nominated 43 partners in the business and public sectors (details as below) for the Caring Company Logo or the Caring Organization Logo awarded by the Hong Kong Council of Social Service. Representatives from these corporations attended the Recognition Ceremony held on 3 May 2012 at the Hong Kong Convention and Exhibition Centre and visited the Council's booth in the Social Partnership Exhibition.   The Welfare Council would like to take the opportunity to extend its gratitude to all the corporations below for their important contributions to the community service and demonstration of corporate social responsibility. CADENZA Community Project Helps Stroke Patients to Recover
From April 2009, Hong Kong Sheng Kung Hui Welfare Council received funding from the Hong Kong Jockey Club Charities Trust to launch a three-year integrated and multi-dimensional stroke rehabilitation programme, namely CADENZA Community Project: Transitional Care for Stroke Patients, in the Residential Care Home for the Elderly of Cheerful Court.  The project aims to maximise the effect of the “Golden Rehabilitation Period” and increase the chance of stroke patients to progress and recover.  The benefits to the community go beyond treating the stroke patients, because the services can alleviate the burden on the public sector.   The CADENZA Community Project: Transitional Care for Stroke Patients: “The Way Ahead” Sharing Session was held on 26 April 2012. Speakers included Elderly Commission Chairman Professor Alfred Chan, BBS, JP, Kowloon Hospital Head of Rehabilitation Dr Mandy Fung, CADENZA Project Director Professor Jean Woo and Research Assistant Dr Patsy Pui Hing Chau, and the Council’s Assistant Director Mr Joe Sham. About 150 delegates from the government, medical and social welfare sectors, non-government organizations, academic and professional bodies attended the sharing session.   The Hong Kong Jockey Club’s Executive Manager, Charities, Ms Imelda Chan revealed that the Club donated over $3.75 million to the Council in 2009 to support the three-year CADENZA Community Project: Transitional Care for Stroke Patients. The successful launch of this project was attributed to the unfailing support of the Council, which has a history of over 40 years in providing social services, and in particular, shows strong commitment in elderly service. There has been continuous collaboration between the Club and the Council since 1974 to offer diversified services to various user groups such as children and youth, elderly and families.   The Council’s Director Dr Jane Lee said that launching innovative social services is always a main focus of the Council. The CADENZA Community Project not only offered integrated rehabilitation programmes to stroke patients, but also provided regular assessment on their recovery progress with scientific data, which could facilitate the design of more effective care plans for them.   In the sharing session, Professor Alfred Chan indicated that through the intensive rehabilitation programme conducted by a multidisciplinary team during the “Golden Rehabilitation Period”, transitional care could boost the recovery potential and progress of stroke patients.  Dr Mandy Fung revealed that stroke rehabilitation programmes aim to help patients re-integrate into normal family life and society. The multidisciplinary rehabilitation team should consolidate current community resources in order to bring forth the concept of total rehabilitation. Dr Patsy Pui Hing Chau quoted her research findings that the Project provided patients with one more choice of rehabilitation programme as the Project could strengthen patients’ physical function and cognitive ability just like what public hospital stroke rehabilitation service did.   Service users Dr Tsang Tim Lam, Kwok Fook Kan, Cheung Yiu Chung and Luk Wai Keung shared their recovery experiences after joining the Project. To face the changes and challenges caused by stroke, they said patients had to be brave and determined. support from family members was also important during their recovery progress. They also appreciated the care and encouragement given by the rehabilitation team helping them to re-integrate into society.  As Professor Alfred Chan said, the attitude of respecting lives was much more important than the use of advanced technology to help the patients, their families and the rehabilitation service team during the recovery period.

Four Child Care Service Units of the Welfare Council Become WHO International Safe Schools
Four child care service units of the Council, namely, the St. Nicholas' Nursery School, the St. Simon's Leung King Nursery School, the St. Simon's Tai Hing Nursery School and the St. Thomas' Child Care Centre, have been accredited as International Safe Schools (2012-2017) by the Occupational Safety and Health Council (OSHC) and are designated as members of International Safe Schools Network of the WHO. The certificates were presented by Mr Conrad Wong Tin Cheung, JP, Chairman of the OSHC, in the "Forum of Occupational Health Award and Presentation Ceremony" on 29th February 2012.   The Council’s Tung Chung Nursery School has already been declared the first International Safe School in Hong Kong in 2009. Therefore, the Council has a total of five child care service units gaining this accreditation so far.   The Council has been actively supporting the WHO's concept of the "Safe Community".  A "Safe Community" is a community where people can live, work and play safely and healthily. "Safe Community" is an integrated approach to occupational safety and health promotion in Hong Kong to develop a safety culture in community level.     The objective of the International Safe Schools Program, under the framework of the WHO's Safe Community initiative, is to apply the best practices of proven injury prevention programs to protect the safety and health of teachers, staff, students and visitors in school environment.  Supported by the Council's resources on occupational safety and health and through the health and safety management system, its nursery schools, complemented by its special characteristics in terms of service and environment, has provided its pupils and teachers with a healthy, harmonious, and pleasant place for study and work.

The Secretary for Labour and Welfare celebrates Lunar New Year with elderly residents
The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, visited Hong Kong Sheng Kung Hui Home of Loving Care for the Elderly and joined their celebration for the year of Dragon to share the joy of the Lunar New Year with about 100 elderly residents.   During the visit, Mr Cheung sang joyous New Year songs with the elderly residents and presented mandarins to them. He also expressed Lunar New Year greetings to two residents aged 103 and 100 and wished them good health and happiness. There were staff dressed up as the God of Wealth, various new year games and dance performed by the residents. At the end of the visit, the Assistant Director of the Council, Ms Chow Mee Tim and the resident committee members presented a red packets lantern made to Mr Cheung.   After the celebration activities, Mr Cheung exchanged views on elderly service with the Assistant Director and Service Director of the Council, Ms Chow Mee Tim and Ms Melissa Luk and toured the elderly home to find out their service and the challenges they encountered during operation. He appreciated their effort on providing qualitative service based on the elderly needs and also utilizing the resources wisely on the community medical and health care project which benefited the elderly who are waiting for the places in residential care homes a lot.
