「同心村」過渡性房屋 五大學合作追蹤研究 證促進居民身心健康 提升住屋安全感 重塑鄰里關係(Chinese only)
香港聖公會福利協會(福利協會)與香港城市大學、香港大學、嶺南大學、聖方濟各大學及新南威爾士大學合作進行「同心村過渡性房屋研究」,於 2022 年底及 2024 年初進行了兩階段的追蹤研究,追蹤了 110 位入住同心村約 4 個月及 22 個月的居民,了解他們入住前後的變化。研究證實過渡性房屋對居民身心健康、住屋安全感及社區連結三方面帶來正面影響,對未來香港房屋政策及社區服務發展具有重要參考價值。   研究重點發現: 1. 改善身心健康 研究結果表明受訪者在入住同心村後生理健康有顯著提升,調查以 VR-12 量表評估受訪者健康狀況,發現搬入同心村一段時間後,受訪者的生理健康有所改善。而受訪者抑鬱和焦慮狀況亦得到改善:PHQ-2 和 GAD-2 量表用於篩查抑鬱和焦慮,結果顯示從 2022 年底到 2024 年年初,受訪者的抑鬱和焦慮症狀有所改善,抑鬱風險從 16.4%降至 14.5%,焦慮風險從 15.5%降至 11.8%。   2. 提升社交能力及社區參與度 受訪者對搬入同心村後,對社區服務/支援的滿意度持續上升;社交行為和社區參與度亦顯著提升。受訪者表示入住同心村後逐漸認識更多的鄰居,並在「遇到困難,我能找鄰居幫忙」和「與鄰居的關係很融洽」兩方面亦得到改善;對於參與社區活動的意願,由舊居時的 2.83 升至入住同心村後的 3.69,有顯著的提高。「認為經常參與社區活動很有意義」,由舊居時的 3.32 升至入住同心村後的 3.95;「願意為改善社區作出貢獻」,由舊居時的 3.47 升至入住同心村後的 3.9,進一步確認了受訪者對社區參與的積極態度。   在就業方面,在全職受聘者人數無變化的情況下,兼職受聘者的比例從 8.2%上升至 15.5%;失業(正尋找工作)人數從 19.1%下降至 10.9%。   社區之間關係 (1=非常不同意;5=非常同意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 認識不少鄰居 2.92 3.27 3.43 遇到困難,我能找鄰居幫忙 2.82 3.1 3.33 與鄰居的關係很融洽 3.35 3.6 3.68 與鄰居的交流頻率 (1=從不;4=經常) 2.59 2.84 3.47   對居住單位滿意度 (1=非常不滿意;5=非常滿意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 鄰里關係 3.23 3.72 3.93 社區服務/社區支援 2.81 3.98 4.13     3. 顯著減輕經濟負擔 增加住屋安全感 居民從舊居搬到同心村,單位租金和呎租明顯降低。舊居呎租中位數為 38 元,入住同心村後呎租中位數為 18.6 元。同心村呎租中位數是居民舊居呎租中位數的不足一半。租金佔入息比例也顯示下降趨勢,從舊居的租金入息比例中位數 43.1%,降至現居同心村租金入息比例中位數的 28.5%。這顯示入住後,居民居住成本明顯減低。入住同心村後,受訪者感受到租金的負擔有所減輕,對於租金負擔令居民有經濟壓力的感受,從搬入前的平均分 3.59 明顯下降到搬入後的 2.83。(註 : 1=非常不同意;5=非常同意)   研究結果顯示同心村提供了一個更穩定和安全的生活環境,提升了居民的整體生活質量。受訪者對於住房整體安全感的評價從搬入前的 3.14 提升到 T2 搬入後的 4.06。在適應新居所並對生活抱有期待的感受上,從搬入前的平均分 3.24 提升到 T2 搬入後的 4.06,數據顯示出住所穩定性有顯著改變。(註 : 1=非常不同意;5=非常同意)   參考以上調查結果,研究團隊提出以下建議: 1. 有效運用過渡性房屋、簡約公屋等公營房屋項目資源,確保符合資格的住戶能儘早獲配適切的房屋單位 ⚫ 為配合取締劣質劏房政策,政府可考慮安排受影響的合資格住戶優先入住過渡性房屋或簡約公屋,改善他們的生活環境。 ⚫ 讓即將完結的過渡性房屋項目與其他還在營運的過渡性房屋或簡約公屋作協調,確保符合資格的住戶能有選擇地在搬出後平穩過渡至其他還在營運的過渡性房屋或簡約公屋。   2. 加入「八大康健指標」及設立社會服務團隊,並加強就業及醫療支援 ⚫ 在已落成及將落成的過渡性房屋和簡約公屋加入「八大康健指標」的概念及設立社會服務團隊,為不同年齡和健康狀況的居民提供多元化社會服務,賦權居民,加強他們的解難能力,以建立一個關愛共融互助的社區。 ⚫ 社會服務機構可針對成年人再就業提供培訓支援,並與專業職業培訓機構合作,為居民提供報讀培訓班的資助或優惠,以幫助有意求職的居民提升職業資格和技能,從而增加收入和增強抵抗風險的能力。 ⚫ 政府、項目營運機構及醫療團體可考慮在村內增設流動醫療車服務,包括流動牙科服務及流動中醫服務,為有需要的居民提供更便利的醫療服務。   研究詳情可參考此處 。   居民實證 入村蛻變 Lisa 曾長期蝸居在狹小劏房,惡劣的生活環境與長期得不到工作認同,讓她逐漸失去自信,陷入人生低谷。搬進同心村是她人生的轉捩點,不僅居住環境獲得改善,更重要的是她與許多友善的鄰居建立起真摯的友誼。在同心村,Lisa 感受到居民間的互助文化與人情溫暖。這股力量成為她嘗試突破自我的後盾,讓她鼓起勇氣尋找新工作。工作穩定後,Lisa 更加入村內義工隊,從最初靦腆地探訪獨居長者,到後來擔任大型活動的自信司儀。同心村的社區參與成為她人生轉折點,讓她找回自己的光芒,建立了豐富的社交網絡和社區歸屬感。   Connie 曾於劏房居住逾 15 年,期間數度被迫搬遷,並遭入室盜竊,時常感到不安。長期面對安全隱患,外出時需攜帶所有財物及重要文件,使她的睡眠質素大受影響及長期精神緊張。搬入同心村後,完善的保安服務大大提升了 Connie 的安全感,擺脫過去的恐懼,改善身心健康。以往潮濕幽暗的居住環境導致她的牙周病和哮喘等情況頻繁發作,現在症狀已得到舒緩,緊密的鄰里關係亦讓她倍感安心。曾有一次生病時,街坊察覺後主動探望並為她煲粥,讓她感到溫暖。Connie現在是同心村的兼職清潔員,致力改善公共環境衛生,增添收入的同時也讓生活更有意義。對她而言,同心村不僅是一個安身之所,更是重拾希望與機會的新起點。   「八大康健指標」簡介 同心村引入首個八大康健指標,針對住戶日常生活的八個方面,包括健康、情緒、社交、就業、理財、環保、科技和靈性等,在身、心、靈方面都能得到照顧,並按指標提供服務,鼓勵他們培養良好的生活習慣和建立自信,裝備他們建立健康正面思維及信心,以應對未來的挑戰。同心村亦聯同大專院校合作,向居民進行問卷調查,收集居民對多元發展的需要,從而提供合適的課程及服務。   社交:協助居民了解社交的重要性,有動力學習如何改善或維持自己的社交健康。通過積極參與社交網絡並與他人建立聯繫,培養歸屬感和連結感。 科技:透過推廣資訊科技便利生活,提升居民與社區的聯繫,增添生活意義,同時裝備網絡安全意識,避免墮入網絡陷阱。 健康:提升居民對照顧自己身體健康的意識,同時會有動力學習如何改善或保持自己的身體健康。透過健康的生活習慣,如均衡飲食、做運動或足夠睡眠,令自己的身體感覺良好。 情緒:提升居民對照顧自己的情緒健康的重要性,有動力去學習如何改善或維持自己的情緒健康,透過自我調節,對自己的情緒狀態感到滿意。 靈性:提升居民對心靈、生命意義和個人價值(身份感、滿意感)的自我認識(反思、覺察)和正面理解,建立人生目標和方向感。 環保:協助居民了解地球資源有限,善用資源(3R-減用、重用、回收),推廣及建立環保生活模式,以達至可持續發展。 理財:透過裝備理財知識(例如設定短期和長期的理財目標),協助居民學習財務管理,對自己的財務狀況感到安全。 就業:協助居民從工作(有薪、義工、家庭照顧者)或追求興趣/愛好中發展知識、技能和潛能,獲得個人成就感,保持健康的工作與生活平衡。

Good Homes’ Sharing Session cum House Captains Recognition Ceremony was held to promote co-living, co-management and neighbourly culture
To encourage co-living and co-management and relieve the housing burden of some families while at the same time promoting neighbourly culture, the Hong Kong Sheng Kung Hui Welfare Council (Welfare Council) launched the Good Homes—a shared housing project in To Kwa Wan—last year and provided 60 shared units to those in need.   Subsequent to the clean-up activity held at the “Good Homes” in June 2018, the Welfare Council organised a sharing session cum Good Homes House Captains Recognition Ceremony in the afternoon on 6th January, 2019. The Council invited Mr Frank Chan, Secretary for Transport and Housing, Dr Raymond So, Under Secretary for Transport and Housing, Ms Bonnie Ngan, General Manager of Corporate Communications Department of Henderson Land Development Company Limited, Mr Charles Yang, BBS, JP, Admissions, Budgets and Allocations Committee Chairman of the Community Chest, Mrs Patricia Lau, Deputy Commissioner for Efficiency of Efficiency Office, Mr. Chua Hoi Wai, Chief Executive of the Hong Kong Council of Social Service (HKCSS) and Dr Luk Che-chung, Steering Committee on Community Housing Movement, to join the representatives from the “Good Homes” project and Dr Jane Lee, Director of the Welfare Council, to enjoy a short video capturing residents’ fond memories at the “Good Homes” and interact with the house captains. Through the event, the Council hoped to recognise the house captains for their contributions, promote co-living, co-management as well as the spirit of mutual help in the community.   During the ceremony, the guests lit up the props in the backdrop to symbolize the project’s aims to relieve families with pressing housing needs and encourage co-living and co-management.   The organiser also invited Secretary Frank Chan to present commendation awards to the house captains, praising them for taking part in the management of the building. Not only did the house captains help clean the communal areas and facilities, they also assisted other neighbours to take precautionary measures during severe typhoon Mangkut, attaching the spirit of co-management.   In spite of their hectic life, Sister Han and Sister Ha, residents of the “Good Homes”, said it was worth sparing time to share the responsibilities of house captains as they could on the one hand help other neighbours, and on the other, make new friends through such meaningful work.   Secretary Frank Chan, guests and media representatives then visited Sister Ha’s family to inspect the living environment of “Good Homes” and learn the lives of residents. Secretary Frank Chan also gifted a fruit basket to the households on behalf of the guests. Sister Ha told that the living condition and quality of life have been greatly improved after moving to the “Good Homes”. She mentioned that residents and social workers would jointly organised varied activities for the households, such as interest classes, potluck parties and after-school classes, which helped expand her social circle and made her become more active and positive.   The Welfare Council’s “Good Homes” project is considered to be the most sizeable project with the largest number of units, compared with other projects under the Community Housing Movement launched by the Hong Kong Council of Social Service (HKCSS). Those who have been waiting for public housing for at least 3 years or living in poor conditions can submit applications for Good Homes. Units will be allocated to eligible applicants who fulfill the Public Rental Housing’s income and total asset limits after the Welfare Council’s assessment and approval. Currently, the Good Homes has an occupancy rate of 80%.   The “Good Homes” project comprises 4 residential towers with 60 units at 68A-70C To Kwa Wan Road, which are provided by the Henderson Land Development Company Ltd. and sponsored by the Community Chest. The project also received funding and assistance from Henderson Land Development Company Ltd and Hong Kong Construction Association for renovation.

The Welfare Council Launched its Two-pronged Strategy to Reinforce and Develop its Services at the Annual Meeting
The Hong Kong Sheng Kung Hui Welfare Council (the Welfare Council) held its Annual Meeting for the year 2017 to 2018 on 14th December at the H.K.S.K.H. St James’ Church. The officiating guest, Mrs Cherry Tse, JP, Permanent Secretary for Home Affairs, joined the Most Revd Dr Paul Kwong, Honorary Patron of the Welfare Council, the Rt Revd Andrew Chan, Bishop of the H.K.S.K.H. Diocese of Western Kowloon, the Rt Revd Dr Timothy Kwok, Bishop of the H.K.S.K.H. Diocese of Eastern Kowloon, members of the Board of Directors and Executive Committees, and almost 1,000 staff members to celebrate the end of another fruitful year.   During the meeting, Dr Donald Li, SBS, OStJ, JP, Chairman of the Welfare Council Board of Directors, noted that the Council involved 3,000 employees at the formulation process of the new 5-Year Strategy Plan last year. This has resulted in the naming of 4 key strategies—“Co-creation with Multidimensional Intervention”, “Technological Application”, “Leadership Development” and “Work Simplicity”.   Looking ahead, the Welfare Council will adopt a two-pronged strategy to reinforce and develop its services. On the one hand, the Council will reinforce its existing professional services to support individuals of different ages and backgrounds in line with its service philosophy—“Personalised Service, Holistic Care”, and on the other, will foster multidisciplinary collaborations by interfacing social services with medical services, technological application, environmental protection and architectural design. Through a multi-interventional approach, the Council could respond to the needs of our ever-changing society.   Moreover, the Welfare Council’s “Servanthood Leadership Development Plan” has been launched after two years of preparation, which aims to cultivate leaders of the Council in the aspects of spiritual growth, management and leadership skills.   Given our officiating guest, Mr Matthew Cheung, Chief Secretary for Administration, could not attend the Annual Meeting due to his busy schedule, Mrs Cherry Tse, JP, Permanent Secretary for Home Affairs, gave a speech on behalf of him. In her speech, she said the Sheng Kung Hui is not only a religious group but also a social service organisation which is a good partner of the government, and plays a crucial role in improving people’s livelihood and fostering social integration.   She also mentioned that the government would continue to promote collaboration among the community, the business sector and the government so as to facilitate policies on labour, welfare, elderly and supporting the disadvantaged, as well as work together with the public to bring support to those in need. For example, the Social Welfare Department has increased the number of service places of “On-site Pre-school Rehabilitation Services” launched in 2015 from 3,000 to 7,000, which enabled more kindergartens, kindergarten-cum-child care centres and children with special needs to benefit from the services.   In addition to establishing 5 more district support centres for persons with disabilities and strengthening rehabilitation services, the government would increase the number of support centres for persons with autism from 3 to 5 and provide extra manpower to the centres. The Home Affairs Bureau also expected to offer home-based care services to additional 1,800 disabled persons in the community. To cope with the challenges of an ageing population, the government also set up the $1 billion Innovation and Technology Fund, which has been open for application.   Dr Jane Lee, Director of the Welfare Council, also briefed the attendees on the work we have done in response to different needs of the society:   Housing Problems: The Council has joined the “Community Housing Movement” of the Hong Kong Council of Social Service (HKCSS) as one of the operators to provide transitional accommodation to 120 underprivileged families. Located on To Kwa Wan Road, the “Good Homes” project aims to encourage co-living and co-management and promote neighbourly culture. Ageing Population: The increase in the number of elders who have chronic diseases is a trend in our ageing community. Medical-social collaboration is one of the key directions of the Council in response to the increased demand for primary care. The Council ‘s 7 elderly centres have been a part of the “Community e-Health Care Project”, which is funded by Hong Kong Jockey Club Charities Trust and hosted by the Senior Citizen Home Safety Association. E-health stations were set up based on a technological and innovative service model, elders were encouraged to build healthy lifestyles. Besides, the Council launched a 3-year pilot project called “E-Therapist” in November. The project was designed to help elders develop and maintain the habit of exercise and improve their knowledge on knee pain, as well as preventing pain from contributing to worsening health conditions. Special Educational Needs (SEN) Service Development: The Council has been offering services under the “Pilot Scheme on On-site Pre-school Rehabilitation Services” since establishing the “Love to Learn Enhancement Centre” and “We Love: Jockey Club Centre for Family Enhancement”. Upon the regularisation of the services, the Council received funding from the Social Welfare Department to support 275 SEN cases in 45 kindergartens. Meanwhile, the Council joined the second phase of the “JC A-Connect” project, offering training services for students diagnosed with autism in 35 primary and secondary schools, as well as their parents. Services in Ying Tung Estate: The Council has extended its service areas in Tung Chung to Ying Tung Estate. Apart from assigning social workers to visit the estate frequently, the services also organised the weekly “Sunday Playground” and docent tours to help residents settle into their new neighbourhood. Located on the third floor of Fu Tung Plaza (beside Tung Chung Nursery School), the Council’s new centre of around 10,000 sq.ft. has commenced operation. The theme of the new centre is “i-Life”, which will be services for the students with special educational needs, elderly and women employment. Gerontechnology: The Council has joined in the 2nd Gerontech and Innovation Expo cum Summit as one of the six non-governmental organisations participated in the event. The Council also worked with the Hong Kong Polytechnic University to customize the robotic companion, Kabo-Chan, and co-designed the Polymeric Optical Fibre (POF) with the Institute of Textiles and Clothing at the Hong Kong Polytechnic University to stimulate the senses of elders with cognitive impairment.   The Welfare Council also celebrated more than 550 of its long-serving staff. Among them, 22 have served more than 25 years, 7 who have served for 30 years, and 1 who have served up to 35 years. Thanks to all staff for their commitment to their roles, the Council has been able to provide caring, professional and quality services all along to people in need.

The Welfare Council’s Charity Raffle 2018 Yielded Commendable Results of HK$4.88 million
The Hong Kong Sheng Kung Hui Welfare Council successfully held its Charity Raffle 2018 from mid October to November 2018. Obtaining overwhelming support from the S.K.H. communities and all generous donors, the activity has raised more than HK$4.88 million this year. Funds raised from the activity will go to support the incubation of new and innovative services needed in the community and its social support services, thus better suit the needs of individuals who require assistance. On 3rd December, the Welfare Council invited its professional consultants, sponsors, the Sheng Kung Hui’s school representatives and service users to the Charity Raffle 2018 Lucky Draw. All prizes were drawn in the presence of the guests while awards of appreciation were presented to the Sheng Kung Hui’s schools and churches which raised the most fund and exhibited the greatest increase in the amount of donations during the year to thank them for their support.   The representative from the first prize sponsor, Mr Julio Cheng, Executive Director of Vang Iek Motors (Hong Kong) Limited, joined Mr Lo Kin-ming, Honorary Treasurer of the Welfare Council, Dr Jane Lee, Director of the Welfare Council, Mr Wilson Mok, Vice-Chairman, Anglican (Hong Kong) Early Childhood Education Council Limited, Mr Tse Chang Keung, Chief Administrator, Anglican (Hong Kong) Primary Schools Council Limited, Ms Terese Wong, Chairman of the H.K.S.K.H. Women’s League, and the Very Revd Samson Fan of the H.K.S.K.H. All Saints’ Cathedral to draw 35 winning numbers on the spot against a lively atmosphere.   Speaking at the event, Dr Jane Lee, Director of the Welfare Council, said, “The funds raised by Charity Raffle activities over the past 4 years has been dedicated to support the Council’s services and projects, such as the Sheng Kung Hui Stroke Rehabilitation Charity Fund, Project “Act of Love” and Primary School Counselling Service, as well as the development of innovative projects including the “Love Creates Miracles” scheme which allowed young people understand the needs of senior citizens and design tools that would provide them with the support they need. In addition to raffle ticket sales, charity sale items like teddy bear insulated mugs and adorable charity bears were also available this year. We invited senior citizens and volunteers to give play to their talent in designing and creating knitted clothing for the charity bears to make them look more attractive. Meanwhile, we conducted on-street raffle sales, which received keen responses and allowed the public to get to know the Council.”   To express its gratitude to the Sheng Kung Hui’s schools and churches raised the most fund, the Welfare Council gifted the “Most Caring Heart Awards” to the St Mary’s Church (Diocese of Hong Kong Island), Holy Trinity Cathedral (Diocese of Eastern Kowloon), All Saints’ Cathedral (Diocese of Western Kowloon), St Stephen’s Girls’ School (secondary school section), Diocesan Boys' School Primary Division (primary school section) and Sheng Kung Hui Kindergarten (kindergarten section). The Council also established the “Best Progress Awards” this year to encourage the Sheng Kung Hui community to give generously. Recipients of the new awards included the St James’ Church (Diocese of Hong Kong Island), St Mark’s Church (Diocese of Eastern Kowloon), The Church of the Epiphany (Diocese of Western Kowloon), Lee Kau Yan Memorial School (secondary school section), S.K.H. Fung Kei Millennium Primary School (primary school section) and S.K.H. St Peter's Church Kindergarten (Castle Peak) (kindergarten section).   Without the unfailing support of our consultant team, the general public and different individuals and groups, the Charity Raffle 2018 could not have achieved such a huge success. Please support the Welfare Council's Charity Raffle 2018
  The Hong Kong Sheng Kung Hui Welfare Council's Charity Raffle 2018 will be held with ticket sales starting from 9th October to 30th November 2018. Funds raised from the activity will be dedicated to support the Council’s services, such as services for children with special education needs, the S.K.H. Stroke Rehabilitation Fund, emergency support for families in need and the development of innovative projects.    Each booklet contains 10 tickets at $20 each, i.e. $200 per book.
