「同心村」過渡性房屋 五大學合作追蹤研究 證促進居民身心健康 提升住屋安全感 重塑鄰里關係(Chinese only)
香港聖公會福利協會(福利協會)與香港城市大學、香港大學、嶺南大學、聖方濟各大學及新南威爾士大學合作進行「同心村過渡性房屋研究」,於 2022 年底及 2024 年初進行了兩階段的追蹤研究,追蹤了 110 位入住同心村約 4 個月及 22 個月的居民,了解他們入住前後的變化。研究證實過渡性房屋對居民身心健康、住屋安全感及社區連結三方面帶來正面影響,對未來香港房屋政策及社區服務發展具有重要參考價值。   研究重點發現: 1. 改善身心健康 研究結果表明受訪者在入住同心村後生理健康有顯著提升,調查以 VR-12 量表評估受訪者健康狀況,發現搬入同心村一段時間後,受訪者的生理健康有所改善。而受訪者抑鬱和焦慮狀況亦得到改善:PHQ-2 和 GAD-2 量表用於篩查抑鬱和焦慮,結果顯示從 2022 年底到 2024 年年初,受訪者的抑鬱和焦慮症狀有所改善,抑鬱風險從 16.4%降至 14.5%,焦慮風險從 15.5%降至 11.8%。   2. 提升社交能力及社區參與度 受訪者對搬入同心村後,對社區服務/支援的滿意度持續上升;社交行為和社區參與度亦顯著提升。受訪者表示入住同心村後逐漸認識更多的鄰居,並在「遇到困難,我能找鄰居幫忙」和「與鄰居的關係很融洽」兩方面亦得到改善;對於參與社區活動的意願,由舊居時的 2.83 升至入住同心村後的 3.69,有顯著的提高。「認為經常參與社區活動很有意義」,由舊居時的 3.32 升至入住同心村後的 3.95;「願意為改善社區作出貢獻」,由舊居時的 3.47 升至入住同心村後的 3.9,進一步確認了受訪者對社區參與的積極態度。   在就業方面,在全職受聘者人數無變化的情況下,兼職受聘者的比例從 8.2%上升至 15.5%;失業(正尋找工作)人數從 19.1%下降至 10.9%。   社區之間關係 (1=非常不同意;5=非常同意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 認識不少鄰居 2.92 3.27 3.43 遇到困難,我能找鄰居幫忙 2.82 3.1 3.33 與鄰居的關係很融洽 3.35 3.6 3.68 與鄰居的交流頻率 (1=從不;4=經常) 2.59 2.84 3.47   對居住單位滿意度 (1=非常不滿意;5=非常滿意) 舊居 現居 (T1 入住後) 現居 (T2 入住後) 鄰里關係 3.23 3.72 3.93 社區服務/社區支援 2.81 3.98 4.13     3. 顯著減輕經濟負擔 增加住屋安全感 居民從舊居搬到同心村,單位租金和呎租明顯降低。舊居呎租中位數為 38 元,入住同心村後呎租中位數為 18.6 元。同心村呎租中位數是居民舊居呎租中位數的不足一半。租金佔入息比例也顯示下降趨勢,從舊居的租金入息比例中位數 43.1%,降至現居同心村租金入息比例中位數的 28.5%。這顯示入住後,居民居住成本明顯減低。入住同心村後,受訪者感受到租金的負擔有所減輕,對於租金負擔令居民有經濟壓力的感受,從搬入前的平均分 3.59 明顯下降到搬入後的 2.83。(註 : 1=非常不同意;5=非常同意)   研究結果顯示同心村提供了一個更穩定和安全的生活環境,提升了居民的整體生活質量。受訪者對於住房整體安全感的評價從搬入前的 3.14 提升到 T2 搬入後的 4.06。在適應新居所並對生活抱有期待的感受上,從搬入前的平均分 3.24 提升到 T2 搬入後的 4.06,數據顯示出住所穩定性有顯著改變。(註 : 1=非常不同意;5=非常同意)   參考以上調查結果,研究團隊提出以下建議: 1. 有效運用過渡性房屋、簡約公屋等公營房屋項目資源,確保符合資格的住戶能儘早獲配適切的房屋單位 ⚫ 為配合取締劣質劏房政策,政府可考慮安排受影響的合資格住戶優先入住過渡性房屋或簡約公屋,改善他們的生活環境。 ⚫ 讓即將完結的過渡性房屋項目與其他還在營運的過渡性房屋或簡約公屋作協調,確保符合資格的住戶能有選擇地在搬出後平穩過渡至其他還在營運的過渡性房屋或簡約公屋。   2. 加入「八大康健指標」及設立社會服務團隊,並加強就業及醫療支援 ⚫ 在已落成及將落成的過渡性房屋和簡約公屋加入「八大康健指標」的概念及設立社會服務團隊,為不同年齡和健康狀況的居民提供多元化社會服務,賦權居民,加強他們的解難能力,以建立一個關愛共融互助的社區。 ⚫ 社會服務機構可針對成年人再就業提供培訓支援,並與專業職業培訓機構合作,為居民提供報讀培訓班的資助或優惠,以幫助有意求職的居民提升職業資格和技能,從而增加收入和增強抵抗風險的能力。 ⚫ 政府、項目營運機構及醫療團體可考慮在村內增設流動醫療車服務,包括流動牙科服務及流動中醫服務,為有需要的居民提供更便利的醫療服務。   研究詳情可參考此處 。   居民實證 入村蛻變 Lisa 曾長期蝸居在狹小劏房,惡劣的生活環境與長期得不到工作認同,讓她逐漸失去自信,陷入人生低谷。搬進同心村是她人生的轉捩點,不僅居住環境獲得改善,更重要的是她與許多友善的鄰居建立起真摯的友誼。在同心村,Lisa 感受到居民間的互助文化與人情溫暖。這股力量成為她嘗試突破自我的後盾,讓她鼓起勇氣尋找新工作。工作穩定後,Lisa 更加入村內義工隊,從最初靦腆地探訪獨居長者,到後來擔任大型活動的自信司儀。同心村的社區參與成為她人生轉折點,讓她找回自己的光芒,建立了豐富的社交網絡和社區歸屬感。   Connie 曾於劏房居住逾 15 年,期間數度被迫搬遷,並遭入室盜竊,時常感到不安。長期面對安全隱患,外出時需攜帶所有財物及重要文件,使她的睡眠質素大受影響及長期精神緊張。搬入同心村後,完善的保安服務大大提升了 Connie 的安全感,擺脫過去的恐懼,改善身心健康。以往潮濕幽暗的居住環境導致她的牙周病和哮喘等情況頻繁發作,現在症狀已得到舒緩,緊密的鄰里關係亦讓她倍感安心。曾有一次生病時,街坊察覺後主動探望並為她煲粥,讓她感到溫暖。Connie現在是同心村的兼職清潔員,致力改善公共環境衛生,增添收入的同時也讓生活更有意義。對她而言,同心村不僅是一個安身之所,更是重拾希望與機會的新起點。   「八大康健指標」簡介 同心村引入首個八大康健指標,針對住戶日常生活的八個方面,包括健康、情緒、社交、就業、理財、環保、科技和靈性等,在身、心、靈方面都能得到照顧,並按指標提供服務,鼓勵他們培養良好的生活習慣和建立自信,裝備他們建立健康正面思維及信心,以應對未來的挑戰。同心村亦聯同大專院校合作,向居民進行問卷調查,收集居民對多元發展的需要,從而提供合適的課程及服務。   社交:協助居民了解社交的重要性,有動力學習如何改善或維持自己的社交健康。通過積極參與社交網絡並與他人建立聯繫,培養歸屬感和連結感。 科技:透過推廣資訊科技便利生活,提升居民與社區的聯繫,增添生活意義,同時裝備網絡安全意識,避免墮入網絡陷阱。 健康:提升居民對照顧自己身體健康的意識,同時會有動力學習如何改善或保持自己的身體健康。透過健康的生活習慣,如均衡飲食、做運動或足夠睡眠,令自己的身體感覺良好。 情緒:提升居民對照顧自己的情緒健康的重要性,有動力去學習如何改善或維持自己的情緒健康,透過自我調節,對自己的情緒狀態感到滿意。 靈性:提升居民對心靈、生命意義和個人價值(身份感、滿意感)的自我認識(反思、覺察)和正面理解,建立人生目標和方向感。 環保:協助居民了解地球資源有限,善用資源(3R-減用、重用、回收),推廣及建立環保生活模式,以達至可持續發展。 理財:透過裝備理財知識(例如設定短期和長期的理財目標),協助居民學習財務管理,對自己的財務狀況感到安全。 就業:協助居民從工作(有薪、義工、家庭照顧者)或追求興趣/愛好中發展知識、技能和潛能,獲得個人成就感,保持健康的工作與生活平衡。

Charity Raffle 2017 successfully completed with the support of the Sheng Kung Hui communities
The Welfare Council successfully held its Charity Raffle 2017 from mid March to May 2017. Blessed with the support of every generous donor, supporting organizations, staff and the S.K.H. communities, the event has raised more than HK$4.6 million. Funds raised from the activity will be dedicated to support the Welfare Council’s services, such as the development of innovative projects and providing and social support services, thus better suit the needs of individuals who require assistance. On 5th May, the Welfare Council invited its professional consultants, sponsors, teachers and service users of the Western District Elderly Community Centre and St. Luke’s Settlement Neighbourhood Elderly Centre to the Charity Raffle 2017 Lucky Draw. All prizes were drawn in the presence of the guests while awards of appreciation were also presented to the Sheng Kung Hui’s secondary schools, primary schools and kindergartens and churches which raised the most fund to thank them for their support.   The Lucky Draw were held at the David Li Kwok Po Community Hall, H.K.S.K.H. St. James’ Church, where some of the Charity Raffle consultants including the Rt Revd Andrew Chan, Bishop of the H.K.S.K.H. Diocese of Western Kowloon and the Rt Revd Dr Timothy Kwok, Bishop of the H.K.S.K.H. Diocese of Eastern Kowloon, the Revd Tsui Yuk Dan, the Diocesan General Secretary of the H.K.S.K.H. Diocese of Hong Kong Island,Mr Wilson Mok, Vice-Chairman, Anglican (Hong Kong) Early Childhood Education Council Limited, Mr. Tse Chang Keung, Chief Administrator, Anglican (Hong Kong) Primary Schools Council Limited, and Ms. Terese Wong, Chairman, Hong Kong Sheng Kung Hui Women’s League, together with Mr Lo Kin-ming, Honorary Treasurer of the Welfare Council, drew 60 winning numbers on the spot. Guests eagerly checked their tickets to see whether the winning numbers in hand.   In her speech, Dr Lee, Director of the Welfare Council, said, “The Welfare Council has held its Charity Raffle activity for the third consecutive year. Apart from the sale of raffle tickets at the Sheng Kung Hui’s churches, schools and social service units this year, limited teddy bears designed by the Welfare Council were also sold for charity. The lovely teddy bears were sought after, contributing to an increment to the total charity income. On top of that, during March to April 2017, the Welfare Council was allowed to place donation boxes at 60 shops, creating the opportunity to encourage the public to give generously through the event and get to know the Welfare Council. Support and encouragement from you truly attributed to the impressive results of the Charity Raffle 2017.” Dr Lee was grateful for the support from all sectors and encouraged employees to maintain their efforts to raise funds for the disadvantaged groups in the coming year.   Mr Lo Kin-ming, Honorary Treasurer of the Welfare Council, then presented awards of appreciation to sponsors and supporting companies. Also, to thank Kia Motors (Hong Kong) Ltd. for sponsoring the first prize, the Welfare Council gave an exclusive paper craft meticuously designed by Mr Sun, a 88-year-old man received the “Honorary Award” of the 21st Outstanding Volunteer Awards Presentation Ceremony, to a representative from Kia Motors (Hong Kong) Ltd. Spending over 10 production days, Uncle Sun worked seriously from the start to finish. The lovely paper craft features a logo of Kia Motors (Hong Kong) Ltd. as well as traditional Chinese pattern to symbolize good luck.   Furthermore, the Sheng Kung Hui’s secondary schools, primary schools and kindergartens and churches of dioceses of Hong Kong Island, Eastern Kowloon and Western Kowloon which raised the most fund were awarded the “Most Caring Heart Awards”, the heart-shape mosaic art pieces made by members of the PGR Fusion. Last but not least, the Welfare Council feels grateful to every generous donor, consultant members and other groups for their full support of the Charity Raffle 2017. Around 40 grandparents attended the Graduation Ceremony cum Celebrity Sharing Session of the first phase of the Pilot Programme for Training in Childcare for Grandparents
Since September 2016, the Hong Kong Sheng Kung Hui Welfare Council has launched its Pilot Programme for Training in Childcare for Grandparents. The Tung Chung Integrated Services and Western District Elderly Community Centre recruited 40 grandparents for the programme, 37 of whom have successfully completed it. Last Saturday, the Welfare Council held a graduation ceremony cum celebrity sharing session at the David Li Kwok Po Community Hall, H.K.S.K.H. St. James’ Church to recognize participants’ effort and achievement. A veteran artist, Mr English Tang, was also presence in the ceremony to share the joys of caring for his grandchildren.   Speaking at the ceremony, Ms Keung Choi Yin, service director of the Welfare Council, pointed out that the Welfare Council organised the first phase of the Pilot Programme for Training in Childcare for Grandparents with the support of the Lotteries Fund and Social Welfare Department, teaching grandparents how to take care of newborn babies. Participant’s family members were invited to witness the wonderful moments of the grandparents in the ceremony. Keung hoped that family members could recrognise the efforts put in by grandparents to achieve a loving family with intergenerational harmony through mutual trust, acceptance, appreciation and tolerance, and a mutual concern for new life within the family. A short video of the grandparents listening attentively to their instructor and sharing learning experiences with the guests was also screened.   One of the participants, Mrs Yip said that she enrolled for the programme in preparation for the birth of her twin grandchildren. The programme did not only teach her skills of looking after newborn babies and how to communicate effectively with her son and daughter-in-law but also showed her varied childcare techniques and baby care products. Her daughter-in-law has since shown more trust towards her. Knowing the pressures faced by today’s parents, she hoped she could help alleviate their burden and allow them to focus on work.   On the other hand, a retired couple, Mr and Mrs Lam, also successfully completed the programme. Encouraged by their daughter, the couple applied for the programme to enrich their knowledge in childcare so that they can better take care of their little grandkid. Ahead of the programme, they were worried about not knowing how to bathe her daughter’s baby properly but now they are well equipped. “When we were young, we had to work hard to make a living and spent little time with our children. We do enjoy looking after our grandchild after retiring,” Lam added. He also praised the programme for its practicality, making him feel more confident in caring for his grandkid.   Ms Keung Choi Yin, service director of the Welfare Council, presented Certificates of Graduation to the participants who felt happy for completing the programme. The Welfare Council also invited a veteran artist, Mr English Tang, to share the joy of taking care of his grandchildren in the celebrity sharing session. As a grandpa of three, Tang’s youngest grandkid was born in January 2017 and he is experienced in caring for and communicating with little kids. More than that, the ceremony featured four booths introducing eco-friendly nappies and baby products as well as organic food and hand-made soap suitable for the elderly and children.

The 21st Outstanding Volunteer Awards Presentation Ceremony successfully held to recognize volunteers’ dedication in social services
The biennial Outstanding Volunteer Awards Presentation Ceremony is organised by the Welfare Council to recognize volunteers, corporate volunteers and group volunteers’ enthusiasm and efforts in social services. This year, the 21st Outstanding Volunteer Awards Presentation Ceremony was held on 11th March at the Assembly Hall, 4/F, North Tower, YMCA of Hong Kong, where Mr Stephen Sui, Secretary for Labour and Welfare, was invited as the officiating guest and 86 awards were presented. Among the awardees, the eldest volunteer was a 92-year-old granny while the youngest one was a girl of 15 years old. Last year, the Welfare Council dedicated 150,000 hours to a turnout of over 310,000 individuals. An impressive crowd of nearly 200 volunteers, representatives from corporate volunteers and group volunteers and guests attended the award presentation ceremony. The theme of ceremony was “Go the extra mile”, which aimed to encourage one to do small things with great love. At the ceremony, 3 “Honorary Awards” and 51 “Gold Awards” were presented to individual volunteers, while 18 corporations and 14 organisations were awarded the “Corporate Caring Awards” and “Organisation Caring Awards” respectively. Gold Award winners have accumulated more than 50 service hours over the past two years, and volunteers who received the Gold Award for 3 times were granted the Honorary Award. Mr Stephen Sui, Secretary for Labour and Welfare, Mr Loewe Lee, Executive Committee Member of the Welfare Council and Dr Jane Lee, Director of the Welfare Council, presented awards to awardees of different categories.   In his speech, Mr Stephen Sui, Secretary for Labour and Welfare, acknowledged the Welfare Council’s dedication to promoting voluntary services and grooming volunteers. He also affirmed volunteers for their contributions to society and organisations including the Welfare Council for their passion for motivating voluntary services so that volunteerism has established itself in all sectors of the community. “Different individuals, families, organisations and corporations made up a team of 26,700 volunteers of the Welfare Council, with the youngest one at the age of 6 and the eldest one being over 90. As a platform with individual volunteers serving over 100,000 hours and group volunteers dedicating over 30,000 hours, the Welfare Council has the ability to mobilize its volunteers in a large and significant scale,” he added. Mr Stephen Sui, Secretary for Labour and Welfare, also delivered his heartfelt gratitude to the volunteers for their silent endeavours and expressed his well-wishes for the Welfare Council’s work and achievements.   Dr Jane Lee, Director of the Welfare Council, applauded corporate and group volunteers for exercising social responsibility, serving the community amid hectic schedules and sharing love and care with the underprivileged groups. Speaking at the ceremony, Dr Lee said, “The Welfare Council has never ceased to promote volunteerism and nurture volunteers. Through the biennial event, we have the chance to recognize volunteers’ selfless effort. Every year, the number of volunteers have grown: the number of volunteers up from 15,000 volunteers last year to 16,000 volunteers this year. The volunteers also produced excellent results: they dedicated 150,000 hours to a turnout of over 310,000 individual.” Dr Lee promised that the Welfare Council would join hands with Hong Kong people to bring warmth and care to the service users and create a harmonious society with various sectors.   During the ceremony, a video documenting thoughts of a number of volunteers was screened, which adhered to the spirit of “Go the extra miles”. A kind-hearted Chinese medicine practitioner, Mr Lam who pays regular home visits to elders living in Ping Chau and provides free medical consultation to children residing in villages in remote areas on mainland China, also joined the ceremony. He bought the guests special massage wards and delivered love and care to guests by teaching them a five-step massage.

Collaborating with cross-sectoral partners to transform lives
The Welfare Council has always dedicated a lot of attention to excavating opportunities for collaboration with the industrial, commercial and public sectors. Over the past few years, it has actively engaged in Caring Company Partnership Expo hosted by The Hong Kong Council of Social Service (HKCSS) to encourage various industries to fulfil their corporate social responsibilities while promoting the Welfare Council’s social enterprises and social services. In the afternoon of Friday, 10th March, 2017 , Caring Company Partnership Expo 2017 was held at the Hong Kong Convention and Exhibition Centre, featuring more than 120 exhibition booths related to social service and social enterprise. Representatives from various industries and social service sector were allowed to exchange ideas and explore opportunities to facilitate multi-disciplinary collaboration catering to social needs. The Welfare Council also assigned employees of different service units to introduce its social enterprises, social services and creative art projects including the PGR Fusion, Grace On Hands, Solar Tower∙Camp, Good Kitchen, tuck shop of the Good Kitchen, Community Medical, Support Network, B Plus Balloon Decorative Services, the Rainbow Arts Corner, the Green Infinity Recycling Shop and the Azure Production Workshop to different corporations and groups on the spot. Not only did the staff show to guests the handicrafts, fabric products, handmade soap and healthy food made by the Welfare Council’s social enterprises, they also invited its service users to demonstrate balloon art and how to make hand cream and leather bracelets. Guests were encouraged to try and join in the fun. Many guests felt interested in the Welfare Council’s products and services and asked for further details of cooperation.   In addition, the Welfare Council was invited to decorate one of the art pieces produced by HKCSS to celebrate the Caring Company Scheme’s 15th anniversary. Elderly members of the Vitalia Academy for Life Long Learning painted a bird and climbing plants to symbolize senior citizens’ resilience, thirst for knowledge and desire to live life to the full.   This year, the Welfare Council successfully nominated a record high of 62 business and public organisations for the Caring Company Award or Caring Organisation Award (Download the list of awardees). The Welfare Council extended its heartfelt congratulations to every awardee and thank them for their relentless support to the Welfare Council as well as their contribution to the society. Looking ahead, the Welfare Council would join hands with more caring companies and organisations to facilitate different kinds of community partnership programmes that could transform lives of the needy.
